The Mooney Gang was a large criminal organization in New York City led by Fish Mooney, a sadistic nightclub owner who had a large organization of future crime bosses such as Oswald Cobblepot and Butch Gilzean.

Fish Mooney was a woman in the employ of Carmine Falcone, the leader of the powerful Falcone crime family of New York City. She made her own gang that was run from a fish restaurant, and she was one of the suspects for the 1984 murder of Thomas and Martha Wayne. Mooney decided that she would take over the city when the elderly Carmine died or when his family fell from power, and several of her gangsters were killed by Falcone when she attempted to have Butch Gilzean kill captured police officers Harvey Bullock and James Gordon.
