Oswald Chesterfield Cobblepot (better known as the Penguin) is a mobster from the spooky, Victorian parts of New York City and a childhood rival of Bruce Ultor. He is also the cousin of the former Mooney Gang spy, Mayer Cobblepot. An eccentric criminal mastermind, intelligent by design, he is well-known for his love of ornithology, like his cousin and use of bullet-fitted or filled umbrellas, again like his cosine. He used to be a proud footsoldier of Victoria Arkham back when she lead the Stracci crime family, but now serves the new boss, Damon Heidenreich.

Biography[]

Born as Oswald Chesterfield Cobblepot on a rainy night on 22 November, 1980, Oz was teased very much in his childhood due to his short stature, weak frame, and interest in birds and the sea, while all of his teasers and bullies were into sports and looking good. These traits made him an outcast in his rich, debutante family, even amongst his siblings, as his father, Stanley, would frequently put him in a corner or send him to bed without his favourite penguin plush. Instead, his father would take the toy for himself when him and his wife (Oz's mom) were having an argument. While his mum treated the little Oz well, his dad's rejection made life tough for him, not to mention how his peers in school bullied him. However, when he grew up, he matured into an intelligent sidewinder of a man, and contrary to what folk might've had though, Ozz was neither insane nor ugly and managed to use his acute, psychopathic mind and charismatic skills in intimidating others and bought himself some brand news weapons to strike fear into the hearts of his enemies when he joined the gangster lifestyle, be it gamblers or rival gangsters.

Like his cousin Mayer Cobblepot, who he came into contact with for a short while, Oz's weapons of choice are the trick-umbrellas he uses to execute his crooked schemes by cutting off the bottom part and filling it with bullets which then fly out whenever he opens the sucker and presses the extra button he made. Straight truth is that the reason he was such an umbrella fan is due to the fact he was always forced one as a child by his over-protective and nurturing mother because his father died of pneumonia after being drenched in a downpour and he fell into the sewers while we're at it and was bitten by rats. Oz enjoyed his dad's death, though, as expected. Oswald achieved his nickname of 'The Penguin' when he talked about it with his 'cuz, as both shared a love of birds, especially the penguins. Anywho, when all was set and done, it was time to move to the States, specifically New York, where he hoped to strike it even richer and comfort to the glamorous lifestyle.

While hanging out in NY, Oswald managed to befriend the billionaire, Bruce Ultor thanks to his wealth and the two hung out for years. He even managed to crawl so far up his ass to be seen at the Ultor Manor for District Attorney Harvey Dent's mayoral campaign fundraiser hosted by Bruce. Oswald passed a slip to Alfred Pennyworth, Brucie's loyal batler, to give to Bruce to meet him at the self-named Cobblepot park for a drink. Out of respect for his friend, Bruce decided to meet Oswald to discuss some of his parental issues and how Bruce can apparently help.

Bruce arrived in the park as two thugs attempted to mug Oz, and together, Bat and the Penguin drove the thugs out of the park with broken bones and broken necks, broken hearts and broken heads, probs. Oswald then spoke to Bruce for the first time in a year. After complaining about the state of the park and how his dad used to abuse him, the two spoke about the Cobblepot fortune and how Ozz's declining economical status could make Bruce leave him as a friend, as he only hangs out with rich guys. Before leaving, Oswald spoke of a "revolution" in New York and subtly warned Bruce to know which side he is on when it starts. Ultor just shrugged this warning of as "commie drivel." It was at this time revealed that Oswald stepped into contact with the Stracci crime family and they became close friends about a year or so earlier.

By manipulating the NYPD sergeant Renee Montoya with a special, mind-controlling drug stolen from the Cuneo crime family, Oswald forces her to kill a rival crime boss, Sammy Tattaglia, who is being held at the NYPD precinct. Bruce, who is present as well, realises that Montoya is not acting on her own as he notices that her veins are blue instead of red for some reason. He finds an injection mark on her neck and she tells him that she was drugged by someone, apparently. After listening to her testimony, Bruce finds out that the person who drugged Montoya was Cobblepot or someone close to him because Pennyworth sends him a message that he spied on Cobblepot two days before and saw him trying out some "drugs with mobsters in blue coats" (meaning the Straccis).

He finds out that Pinga is located at the Hellfire Club (nothing to do with the rich, Satanic organisation of the same name), which is now empty as a result of Batman's battle with some Tattaglia gaboons a day or two before. There, he finds Oswald and some of Stracci men looting the dance floor for money or anything of value. He also has one Tattaglia goon held as a hostage and threatens to cut his throat for the lols. Batman breaks into a Tattaglia's former office, where he confronts Oswald and the Stracci men. Oswald freely admits that he is responsible for the death of Tattaglia in reality and that he'd do it all again if he could. He then claims that with the Tattaglia Don's death, he was promoted to the rank of Underboss in the Stracci organisation and serves their Don well. Penguin claims that vermin like Ultor and Tattaglia have to be stomped out. He also claims that the rest of the corrupt people, like Mayor Simon Bennett and Murkoff Dixmor, have to be "cut out" in order for the Straccis to take the reins and rule fairly or some shit. Bird Maniac claims that he himself has big plans for New York and the United States as a whole. He is interrupted by a soldier who tells him that their men have located Selina Kyle, who he also needs dead. When Batman asks what he plans to do with her, hopefully not rape her, Oz claims that they had a deal with her and that she did not make good on her part and will thus be punished accordingly. He then wonders if he did the smart thing at all, telling this to the Bat. He then leaves the room with most of his men, leaving it to Batman to fight his right-hand, Frank Desmond.

To protect Selina, Bruce meets up with her and warns her before the Straccis can come to her. Although she does not recognise the name Oswald Cobblepot, she does recognise the name Penguin and is clearly afraid. She reveals that Penguin is far more dangerous than Bruce thinks. They are interrupted by some of Penguin's henchmen who arrive at the bar, planning to kill Selina. They are fended off and defeated by the combined efforts of Bruce and Selina. From one of the henchman's cellphone's text messages, Bruce realises that Mayor Bennett seems to be working with the Straccis and that he will likely take a shot at Bruce next should he interfere in these mafia matters.

Next, Penguin and a group of Straccis attack the mayoral debate between Harvey Dent and S. Bennett at the Monarch Theatre. After they silently kill the police officers behind the stage with some garrote wires, Penguiny appears on the stage like a bossz and shoots the moderator in the head, killing him and spitting on his corpus. He then chooses a person from the hostages he took backstage as the next vic, which happens to be the CNN reporter Vicki Vale, and forces her to act as the new moderator. He then forces the people in the audience to continue the debate as if nothing has happened. Harvey also pleads to the Penguin to release the hostages, and Penguin claims that he will consider it if Harvey and Ben play along. When the debate continues, Penguin forces the two contenders to tell the truth, claiming that it will hurt but it will hurt more if they lie. After a moment, Penguin grabs the camera to play a tape containing a message from "his sponsor". The tape contains video footage of a masked man or woman, whatever really, who tells the citizens of New York not to be afraid, as the Stracci Family have come to save the city and free it from corruption, changing from a crime family to something of an... anarchist movement? Batman and Catwoman both realise that there is a higher power behind Penguin and that the guy in the mask is the new Stracci Don.

On stage, Penguin forces Vicki to inject both Harvey and Simon with the drug in order to get real answers from them, as the drug is a truth drug. Under the influence of the "truthing" drug, Bennett shows the city his true face by insulting the poor, those on social support, immigrants and those wasting away in the retirement home, claiming that they should all be killed. However, saying shit like that could actually win him the election. Harvey however, while acknowledging the city's flaws, claims that there is still hope and that there is light at the end of the tunnel and that no man should suffer in NY - no minority, welfare user, immigrant or old timer. Penguin then asks about the city's elite, referring to Bruce Ultor in specifics. He then shows video footage in which Bruce's father, Thomas, declares Penguin's mother insane when she did not sell him her family's land, in order to get the land legally. The room is then stormed by the NYP-Pee-D and while the Stracci soldatos fight the policemen and sing the Devil's song, Bruce as Batman jumps on the stage to confront Ozz. Vicki frees herself from Penguin's grasp and runs off the stage, protected by Batman who shields her from Penguin's bullets with his iron cape. Penguin is shocked that Batman's cape is something that seems to be "forged from steel". Bruce then hurls a Batarang towards Penguin's mask. Penguin collapses on stage but is saved when Batman is attacked by Desmond, giving him time to crawl away. While Batman fights Frankie, Bennett begs Penguin for his life and vows to make amends. Under the pressure, he also reveals that he was behind the murder of Thomas and Martha Ultor, but Penguin claims that this won't bring back his mother. He tries to kill Bennett but is attacked by Harvey. However, he pistol-whips Harvey back to the ground and tells him to wait his turn. He then kills a cop in the audience who holds a rifle on the Penguin before the cop could kill him.
